Local Bodies in Shillong

The Urban Local bodies in the State comprise of the  Municipal Board and Town Committees. Although there are no rural local bodies like the Anchalik, Panchayat,  Mahkuma Parishad and the Goan Panchayat but traditional institutions like Syiemship, Nokmas and Daloiship exist in the rural areas. The Assam Municipal Act rules the Town Committees and Municipal Boards since 1956; adopted and established Administration of Town Committees Acts; such as the Garo Hills District i.e (Administration of Town Committee) Act, 1956; the United Jaintia Hills and Khasi District i.e (Establishment of Town Committee) Act, 1960; and the Jaintia Hills Autonomous District i.e (Establishment and Administration of Town Committees) Act 1975.

Shillong Municipal Board (SMB)


  • Establishment Department

The Establishment Department handles the personal files of all the staff under the Shillong Municipality Board. The main function of the board is to deal with all personal matters such as establishment orders like promotion, appointment, leave, leave increment, encashment, inter-departmental transfer. It keeps the record of the employees as well in the form of Gradation list to update itself with the status of each employee.

  • General Branch Department

The function of this department is to keep maintenance of a copy of a building of each holding. It does the maintenance of training programs from Government private entrepreneur, and government proceeding as well. It deals with all the Government Correspondence, Government notifications, issues and receipts.

Elections of Ward Commissioners-: Municipal Board along with the Govt decides to hold the election and then communicates the decision to the DC who then conducts the whole process of election of Ward Commissioner.

  • License Branch Department

The function of this branch is that it is  responsible for providing licenses pertaining to business, establishments, shops, and dog tags, leasing, operation and maintenance of bus sheds parking lots, public toilets etc. It is also responsible for leasing, installation, operation and maintenance of hoardings in entire Shillong Municipal area. It checks and inspects licensed/unlicensed shops within the entire Municipal area.

  • Collection Branch Department

The collection department is the backbone of the Shillong Municipal Board. The main objective is to generate income for the Board. After the calculation of taxes by the Assessment Department, the Collection Department prepares the Bill and sends it to the holder or taxpayer. The Bill includes the previous balance, if any. It also includes penalty in case of late payment. The process of Tax Collection involves the collection of all types of administration fee, taxes, composition fee, mutation fee etc. It also receives information from other departments as License Department, Water Works Department of SMB etc.

  • Public Works Branch Department

The Public Works Department of the SMB is responsible for carrying  out  the various schemes of the SMB and technical support is provided to the other branches, and also they maintain records of the SMB assets and records of schemes and works taken up. The SMB assets include: Public drain, footpath/Cemented Road, Water Tank, Building (Quarters & office), Trenching Ground at Marten, water sources, plot of land etc.

  • Birth and Death Certificate Branch Department

This Department handles Registration of Births and Deaths and also issues birth and death certificates to the citizens of the city and others.

The documents required for issuance of birth certificate are :

The doctor’s certificate is required, if the doctor was present or attended on the patient during the birth time, and in case of institutional birth; the birth report form should be signed and sealed by the i/c of the institution or any one authorized by him/her. Other certificate (like affidavit, etc) needs to be enclosed in case of delayed registration.

The documents required for issuance of death certificate are :

If the death occurred at home, the death certificate from the locality headman should be enclosed, or if the death occurred in the hospital, the death certificate from the hospital should be enclosed.

  • Health and Conservancy Branch Department

The function of this department is to develop and maintain proper sanitation all across the city.and to launch a special drive for cleanliness in the city during festivals.  It helps localities and non-Municipal localities during their cleaning drive by providing them transport, labor and machinery things. It also maintains the water drains and to make sure that sewage is not thrown in the drain.

  • Water Works Branch Department

The department is responsible for distribution of water to all the citizens within the municipal board area; it ensures undisturbed supply of water to the consumers. It repairs and maintenance the distribution system, and maintains the records relating to water supply including financial record, payments, bills etc. It operates and manages the supply of water by mobile tankers when required.

Meghalaya Urban Development Agency


The Meghalaya Urban Development Agency was set up and registered in May 1991 as a Society under the Meghalaya Societies Registration Act, 1983. The object of the agency is to plan and assists the local bodies in utilization of schemes relating to the urban poor for developing their  physical environment, improving their socio-economic condition and thereby improving their quality of life .The organization is to function as an agency to monitor the proper utilization of fund, channelise fund, monitor and assess the programme and coordinate the schemes relating to urban poor. MUDA is a branch of the Shillong municipal board, which includes the MUDA complex as well.
